Want ability to resize the vcpu and memory of stopped instances #3769
Description
Today, user can resize a VM by stopping and deleting it, and then creating a new instance with the same disks attached. This path presents some friction as user has to redo all the data entry and, worse, end up with an instance on a potentially different IP address.
An upstack feature that essentially perform the same manual actions for the user and reserve the IP address in the process is deemed important by a customer we talked to.
