Successfully add a Cosmo to the control plane

This milestone covers the ability to add a Cosmo to an existing cluster and see it as part of the control plane and related aspects. It does not concern itself with running VMs or all services. Specifically we want to run through both:

* The add sled path
* Initial RSS
