Enable dual-stack OPTE ports in the sled-agent

Today, the sled-agent will fail to create an OPTE port, if it's provided with details for an IPv6 port. We panic in the non-illumos version of the port-manager, and the illumos version doesn't support dual-stack. Both of these need to be addressed.

We should accept the updated NIC information described in #9246, and use that to populate the OPTE IpCfg type with the relevant details from it.

This is bigger than it seems at first blush. OPTE ports have a PortData object in them that assumes exactly one IP address, VPC Subnet and OPTE gateway. That could probably just have the same VPC-private IP configuration type for both versions that I'm adding now.

Also note that the zone-setup binary also assumes exactly one IP address and VPC Subnet. I've not dug into what that's really doing with the data, but it needs to support dual-stack as well.
