Ships #601: crash-restart adopt-kills a port squatter only when it's
attributable to a prior instance of the SAME module (binary or installDir
match — never a sibling, generic runtime, or foreign process), else
surfaces a structured port_squatter error without burning the crash
budget. Closes the recurring EADDRINUSE-orphan loop (#522 #582 #519).

Tag v0.6.5-rc.3 → npm dist-tag `rc`.
