Add a section about PSF fiscal sponsorship #2
Description
The general idea here is to document, in a few paragraphs, what PSF fiscal sponsorship entails, and what the experience is like for a user group who participates in that.
It'd be nice to also talk about how to get started on that, and how user group organizers who are considering doing it would figure out which other user groups are PSF fiscally sponsored, so they can get in touch with those user group organizers to quiz them about the experience.
