fix(plugin-seo,richtext-lexical): add missing translations (#11859)

### What?
This PR adds the new `hy` locale to `plugin-seo` as it can lead to
confusion for users when specific languages are not supported. This
causes the client keys to be shown instead.

This PR also adds `ca`, `lt`, and `hy` to `richtext-lexical`.

### Why?
To have all languages supported in core be supported in plugins as well.

### How?
Addition of `hy` to `plugin-seo`. Additions of `ca`, `hy`, `lt` to
`richtext-lexical`.
