Phase 4.8 (reader-generic safetensors header parsing) closes here:

  - `parse_safetensors_header_from_reader<R: Read>` shipped in 9a79973
  - Cross-validation against the upstream safetensors Python library
    (4 fixtures + Python-sourced JSON references) shipped in 5531720
  - ROADMAP Phase 4.8 step marks flipped to [x] with commit refs;
    status header refreshed to "Phases 1–4.8 complete (v0.4.4 staged
    for release)"; Next pointer advanced to Phase 4.9
  - CHANGELOG `[Unreleased]` block sealed as `[0.4.4] - 2026-05-02`

No code changes in this commit — Cargo.toml version bump, Cargo.lock
refresh via `cargo check`, ROADMAP closeout, and the date stamp on
the CHANGELOG section.
