One could say that it is better if the AI service providers don't have a say in who tests them but simply must accept being tested from all as this decreases the risk that they favor only validators that favor them.

If we do make it all or nothing then the barrier to entry for a validtor to get into the set must be hire such that people can not abuse the system to get free services.

Jason comment: we should give trust scores to validators baed on how different the are from the mean and once they are too far away then we can start ignoring the valdiators results if they are consistently too far from the mean.
