Support exporting of personal data

I have been reading through the 4.9.6 WordPress beta note, https://make.wordpress.org/core/2018/05/03/wordpress-4-9-6-beta/ and there are a lot of privacy related things here...new policy tools, user data export, comment anonymization...we need to assess and integrate, I think.
