Add Pauper Duel Commander Format Support

Hi there,

First of all, thank you so much for your work on this project — it’s a fantastic initiative and clearly a lot of thought and effort has gone into making it such a great experience.

I’d like to ask if it would be possible to add support for the Pauper Duel Commander format (https://pauperduelcommander.fr/
).

Currently, the Pauper Duel Commander community doesn’t have access to platforms like MTGO or Arena, and the only available option is Cockatrice/Spelltable. While Cockatrice works, Phase offers a much better user interface and, more importantly, automated rules handling, which would make it a far more viable and enjoyable platform for the format.

Adding this format would greatly benefit the community and help it grow.

Hi! Pauper commander is now implemented. It supports 2-6 players.

Love the idea. Pauper is probably the best target for phase at this point given the implicit increased coverage from cards. Could definitely see doing a focused Pauper card-coverage sprint if there is demand for it.
