[feat] Add Bookmark feature #2172

Describe the problem
Phoenix should have a Bookmark feature that allows users to mark important lines so that moving back and forth between those lines is easier. Right now, Phoenix has an extension that does this—'Brackets Editor Bookmarks'—but it would be really great to have this as an integrated feature, as this is a very basic need for code editors.
