STATIC IP ADDRESS NEEDED? PUBLIC VS PRIVATE NETWORK?

Hello, I'd like to know: a) Do I need a static IP address to run the Pi node? and: b) Does it matter whether my home network is public or private?

Had running node from May until August, it quit and won't come back to running. Port forwarding all set, Docker Daemon runs. Any help appreciated
