Add "ESLint" to section of "Tools"

TypeScript team announced that they switch lint tool from TSLint to ESLint.
ESLint team announced that they collaborate TypeScript team.
They started project named "typescript-eslint".

I think it is better to add usage of ESLint with TypeScript to this repository docs.
