Release 0.82.3

Hi folks, formae 0.82.3 is out! This release fixes the container image - all cloud provider plugin binaries are now included.

Also in this release: formae extract now correctly imports shared Pkl types, empty arrays/maps are no longer silently ignored during patch comparison, stale PID files after a crash no longer prevent agent startup, and dangling resolvable references are now caught at simulate time instead of failing at apply.
