extract-meta.js is not useful anymore since it was moved to the dash component CLI. config.py, runtime.txt, Procfile are only needed for DDS, which is being moved to another repo. review_checklist.md is redundant since all the information is already contained in CONTRIBUTING.md.
This avoids venvs to be included in the npm distribution package, which makes us a large amount of space and many unecessary files being distributed.
