Plot still resizes when using 'autosize = FALSE'

Drawing a plot with specified dimensions (using plotly and base R graphics). Original writes out just fine with autosize = FALSE but if I resize the window, the plot automatically resizes to fill the browser window. See sequential screenshots below (cursor is highlighted in second and third screens).
