Issue triaging questions

• when to close an issue
• when it is fixed with a PR - easy
  • make sure the correct milestone is selected
• when it is fixed already (not reproducible anymore with the latest version). It was fixed accidentally with a different code change.
  • retroactively assigning the milestone of the PMD version, when this has been accidentally fixed and close with a comment
• when the issue is not reproducible
  • label it with "was:not-reproducible"
  • close as "not planned" with a comment
  • make sure, no milestone is selected
• when it somehow was decided to not fix it
  • label it with "was:wont-fix"
  • close as "not planned" with a comment
  • make sure, no milestone is selected

I started a while back to apply some title patterns manually. E.g. for false positives/false negatives, the title of an issue should be:

[language] RuleName: False positive when ...
[language] RuleName: False negative when ...

The title should be as descriptive as possible, as we take it as is into the release notes.

So, part of issue triaging is also to improve title and as needed, also improve issue description.

Should we somehow mark issues as low priority? e.g. #6518

For issues that are not actionable (e.g. #5254 ): is it better to convert them to a discussion or just close them?

I would also be in favor of converting such issues. It would help us in cleaning up the issue backlog.
