daemon 0.18.0-dev.1509.1b64c8b (footsteps)

Dev build of footsteps at 1b64c8bf412b5b4aed126f513bc03d990ff52276.

Install on a dev board:

sudo robotctl update apply daemon --ref footsteps

Signed with team.dev, so a customer robot refuses it. The board needs
team.dev.pub in its trusted keys and allow_dev_keys = true — see
docs/deploy.md.

duckctl from this branch, on Linux or macOS:

curl -fsSL https://raw.githubusercontent.com/pollen-robotics/microduck/main/scripts/install-duckctl.sh | sh -s -- footsteps

On Windows, duckctl-windows-x86_64.zip below — docs/robot/duckctl.md has the steps.

This tag moves on every push to the branch; the version inside does not.
