[1.6.0b1] Can't edit midi CCs

The CCs for the midi step effects can't be changed on the instrument parameter page.

Confirmes @ziej8asek - only the Velocity and Offset are editable, the remaining ones aren't. Also, there's sometimes a significant delay between the Instrument parameters button being pressed and the MIDI instrument menu appearing. Thank you for submitting @keith

Additionally, pressing delete still resets the CC values to 1
