Consolidate load balancing / health check settings reference pages #1960

What's incorrect or missing
The Load Balancing Settings page contains both the "Load Balancing Policy" setting and the "Health Checks" setting, but then there are separate pages for "Load Balancing Policy Config" and "Outlier Detection". The "Load Balancing Policy Config" page doesn't look to have any more information than is available on the "Load Balancing Policy" section.
What's the resolution?
I think it would be clearer to consolidate all load balancing and health check settings onto the main "Load Balancing Settings" reference page. We may also want to expand on the current examples to demonstrate how to configure the ring hash and Maglev load balancing options, and we should document the hash key used for incoming requests.
