Improve setup guide

This fixes up minor wording, linking and flow issues, as well as, improving separation of cloud guide.

• improve: link to docker getting started + preamble
• fix: indentation of code blocks
• fix: unnecessary spaces and capitalization
• improve: visiblity of happy path flow
• improve: give direct link to connection uri
• improve: heading naming
• simplify: enviornment variable acquirement
• soc: use a different env template for cloud setups
• fix: remove redundant ignore paths
• clean: remove new lines between list elements
