Remove unused dev config

Remove dev.demo_auth and other deprecated options from the config, as well as related functions. This is not a breaking change, since these options were not used, and still having these in the config will not cause issues.

These have not been used for a while - the related routes have been removed in #51. These were used when we had a built-in demo auth endpoint, but that has been unused for a very long time.
