Prepare for OIDC publishing

This:

• Removes the action to install pnpm in favor of corepack.
• Updates pnpm to version 10.
• Removes the custom pnpm cache in favor of the one managed by actions/setup-node.
• Sets up OIDC publishing in packages_release.yaml.
