Or over! I want to limit my FPS to 90 as that's the highest my laptop can comfortably do without maxing the haswell iGPU |

+1, this is definitely not a placebo and should be revisited. It's the proper way to use VRR, as the sources OP provided explain. The game should have an option to set a custom FPS limit. |

This has been dismissed in an issue in 2020 but this is not a placebo nor a hardware/driver issue
The latency reduction is measurable and it is an intended behavior
G-Sync/FreeSync/Adaptive Sync falling back to V-Sync behavior when the frame rate gets close to the refresh rate, incresing latency

NVIDIA Reflex is basically doing this FPS cap when your GPU usage is not close to 100% so osu! will not need Reflex if this is implemented
