OBS causing a considerable amount of frame stuttering when active.

Bug description

Whenever I seem to have OBS active on my desktop instead of minimized--whether I have the preview enabled or not-- there seems to be an insane amount of spikes in frametime no matter the renderer.

I have tried using every single renderer including the experimental version of Direct3D 11, and it seems to have outright gotten me nowhere.

It's mitigable by minimizing the program to the taskbar and just leaving it there, and only opening it if I really need to do so. However. when I actively stream the game to some place like twitch, my game gets reduced to a permanent stutterfest that never seems to stop no matter how I change my settings inside of OBS.

I don't understand what's causing this issue whatsoever since it started around a few weeks ago, because I have tried this on several different versions of graphics drivers (ver 2025-9-18, ver 2025-12-10, and ver 2026-2-11) to little effect of getting the game to actually run.

The weirdest part about all of this, is that the game runs and streams without issue through discord over using OBS or Streamlab's obs, with Streamlab's obs even having the identical issue.

I really want to stream playing on lazer again because I genuinely prefer it, but I genuinely cannot get it to run properly.
