Rust libcrux repository re-org

After deciding to only publish documentation for Rust code (#127), I propose to rename mlkem-rust-libcrux to rust-libcrux and use it for all related crates, since the repository doesn't contain code anyway. Maintaining individual repositories for each crate seems like a lot of unnecessary overhead if the repositories only contain documentation.

We intend to push ML-DSA there as well, and potentially SLH-DSA and HQC in future.
