v3.15.0: Ruflo-ready QE plugin with aqe-mod

What's New

The agentic-qe-fleet Claude Code plugin is ready for the ruflo marketplace and console.

• Installing the plugin now connects the AQE MCP server. Before, a marketplace install delivered the skills and agents without the tools they call.
• New aqe-mod (Claude Code 2.1.287+):
  • shows AQE's status in the ruflo console;
  • adds an /aqe-mod command;
  • turns on, by default, a guard that refuses commands that would delete, overwrite or DROP your learning databases in .agentic-qe/. Backups and read-only queries still work.
• Plugin settings for LLM provider, budget cap, memory backend and guard mode.

About 40 reliability fixes across:

• workflow cron schedules, which now honour all five fields;
• GOAP planning limits;
• Vitest, Cargo, pytest and Go test counting;
• Gemini and SSE streaming;
• LLM and embedding caches;
• HTTP circuit recovery;
• MCP rate limiting;
• git filename handling;
• AG-UI state deltas.

Heads-up: WinnerResult.confidence in agentic-qe/governance is renamed to heuristicScore.
