Migrates to registry-backed Spago 1.0. Bower has been deprecated for 10 years and has received zero updates since 2022. Preserving the manifest for Bower users causes problems with the registry, so we migrate to the canonical spago format using the same dependency ranges already published in the registry. No source code changes but we upgrade repository tooling / actions to recent versions.
