Implementing Performance API

Would it be feasible to implement the Performance API under this project? I don't know if it should be under purescript-web-html, or a separate package.

I've managed to mostly implement the interface in my fork of purescript-web-html. However, this is only because the Window type is defined there, and I found no other logical place to put it.

Let me know if this seems interesting and if you would consider merging the work if I submitted a PR.

I think it would go in its own repo, as all the performance stuff is under a different spec than HTML itself. Well, it seems to be under a collection of different specs at various levels of recommended-ness even. 😄

Would you create a skeleton repo so that I can submit a PR there?

About the spec, should I go for the methods that are implemented in most browsers, as listed here? Those would be clearMarks, clearMeasures, clearResourceTimings, getEntriesByType ,mark, measure and now. Leave the rest out, for the time being?

I've put the code under a repo called purescript-web-performance which can be found here. I will gladly give up ownership of the repo, if you want to incorporate the package under this project.

purescript-web-html will also require some changes, and will depend on purescript-web-performance. The required changes can be found from my fork. I can also submit a PR if you decide to add the performance package.
