Progress bar might not display correctly on Windows

git-bash (mingw64) works correctly:

Note that I don't have the beta UTF-8 support configured on my box.

The weird characters are due to using the IBM437 code page, and lack of overriding itself is due to virtual terminal escape sequences needing to be explicitly enabled.

I was able to get this to display properly on Windows be enabling virtual terminal sequences and UTF-8 with the Windows Console API.
