Small improvements to governance document

Is everyone happy with these changes? |
I've updated
GOVERNANCE.mdby removing a very incomplete list of contributors (it only had seven names listed), and instead including the list of steering council members. This list is based on the criterion listed in the document "contributions that are substantial in quantity and quality, and sustained over at least one year".
