Describe the bug

Test Case UtilTestCase Method=test_package_data failing because of 404 on https://www.red-dove.com/pypi/projects/C/config/package-0.3.6.json
Looks like this URL, relied by test, is not working anymore.

To Reproduce

1.Build and Run the test of the project using pytest.

Expected behavior

Should be able to run the testcase UtilTestCase successfully without failing.

Skipped the test when SKIP_EXT_PACKAGE_DATA is set in the environment, which it is by default in both GitHub CI and tox.ini for local tests.
