With PEP 691, we've decided that continuing to evolve the simple API is our way forward for the recommended installer/repository API rather than wholesale replacement with a new API. Given that, it's no longer correct to consider the simple API as one of the legacy APIs that we want to remove, so move it out of legacy and add a
warehouse.apipackage to hold it (and any other non legacy APIs we add in the future).
