Thanks for the review and merge! Looking at the latest build, the skip is working correctly.

Tangent: I must investigate why test_codecmaps_jp takes so long, I do not think it is an ISP issue this time, since I cannot reproduce this under the same network. I also remember the Solaris buildbot had a similar issue for a long time, it took ~15 minutes each run.
