I was able to reproduce this bug on my M1 Ultra Mac Studio on MacOS Sonoma 14.4.1 as well.

From the output of configure here, you appear to be trying to build from a checkout of Python 3.9, not current main, and a very old version of 3.9 at that, i.e. prior to 3.9.1 when support for Apple Silicon Macs was added. Try updating your repo and your checkout.
