using pre-built sqlite3 on windows

Bug description:

Similar to what libffi does with libffiIncludeDir and libffiOutDir and openssl with with opensslIncludeDir and opensslOutDir, add sqlite3IncludeDir and sqlite3OutDir so it's possible to use a pre-built sqlite3 on Windows

This is a feature request since it is adding a new build configuration option, so the change can only go into 3.15

Why would we want to pre-build a single .c file anyway? You can always replace the DLL with your own if you have one - there's nothing changed about the interface. (I'm honestly a little surprised that we aren't just statically linking it... I guess there was a reason at some point?)

What about other cases like lzma ?

We do that as a static library, so we somehow have to guarantee that it's compiled with the same compiler version as the rest of the build. It also doesn't require code signing. That's best done as part of the main build.

OpenSSL takes longer to build than CPython, so it's more efficient to build it separately. Tcl/Tk and libffi require non-standard compiler setups, so it's more convenient to build them separately. As far as I'm aware, none of our other dependencies are the same as these.

Just to make it clear, I'm not suggesting to add sqlite3IncludeDir and sqlite3OutDir or lzmaIncludeDir and lzmaOutDir to improve the build process of cpython as it's the case with openssl or libfii. I would like to have these variables to help other projects using cpython to avoid building sqlite3, lzma or others again when they are already built

When you say "other projects using cpython", what do you mean?

If you are building CPython itself, then it will only rebuild the SQLite modules when necessary (and if your system does something weird to file timestamps, it may think it's necessary more often, but usually it won't).

If you are doing something else, you'll have to explain it or we can't help you.
