  • To fix an editorial issue (markup, typo, link, header, etc)
• PR title prefixed with PEP number (e.g. PEP 123: Summary of changes)

@ericsnowcurrently This redesigns the API to avoid reference counting entirely, since the PEP isn't actually doing that. Instead, it's now focused on the locking aspect. Does this satisfy your concerns?
