Allow a user customizable installation path

Currently the install path seems to be hardcoded to "C:\Program Files\PyManager", so if a user has some app folder structure, he won't be able to make the pymanager honor it.

The MSI is hardcoded because it's for very specific cases. The MSIX is hardcoded because the OS handles installation (and can be customised through OS mechanisms). We won't be adding prompts in either case.

Other people are welcome to make alternate distributions of PyManager if they want a more complex installer. We obviously won't be able to help people with issues (at least until they've shown that the issue also occurs with our releases), but it's OSS and all available. Having to support a wide range of install configurations is beyond our resourcing, so we're keeping things simple upstream.
