Cease building PDF documentation in releases

.github/workflows/build-release.yml also runs make dist, and there's a bunch of latex dependencies we could skip.

And run_release.py has a couple of lines where it waits for PDF files.

(Not important: tests/README.rst mentions "PDF". This is a copy of https://github.com/python/cpython/blob/main/README.rst for testing version bumps, but we can replace the upstream "PDF" with EPUB" and might as well here too.)

build-docs is now down to 5m 25s.

Previously it took 17m 31s, 19m 26s, or even 42m 12s when the now-removed apt-get install took half an hour :)
