https://docs.python.org/3/library/subprocess.html#subprocess.CalledProcessError says that CalledProcessError's output is None if not specified.

I checked the source code of subprocess.py and there CalledProcessError's __init__ took a default value of None for the parameter output.

Subprocess.CalledProcessError's __init__ takes 4 arguments out of which
2 are optional.  It is being passed 2 arguments in zulip_tools.py.
However, the python 3 stubs are incorrect and they have marked 1 argument
as default (see python/typeshed#329).
Add a '# type: ignore' to that line so that mypy check passes in python
3 mode.
