This test was disabled because it is failing on main branch (recent examples).

Caused by #165566 (https://hud.pytorch.org/pytorch/pytorch/commit/901bbcba122825c817cac9e0b88221096fcd74ae) but need more time to root cause. It was expected to have an assert for CUDA but doesn't on ROCm.

To re-enable a test only for a PR, put Fixes #165671 in the PR body and rerun the test jobs. Note that if a test is flaky, it maybe be difficult to tell if the test is still flaky on the PR.
