Support size to `torch.normal`

This would be more consistent with numpy.

torch.normal(0.0, 4.0, size=5)

yes - I support this

the current API is inconsistent with the rest of the API an norms set by bumpy

also the size should/could be a tuple

torch.normal(0.0, 4.0, size=(2,5,4))

For now, can you get unblocked by doing something like this?

torch.randn(2, 5, 4) * 4.0 

Just trying to make sure I understand your use case correctly.
