Actually, turns out we don't need this as it's already handled by a decomposition:

pytorch/torch/_inductor/decomposition.py

	def round_dec(x, decimals=0):
	ten_pow_decimals = 10.0**decimals
	return aten.round(x * ten_pow_decimals) * (1.0 / ten_pow_decimals)

This decomposes round.decimals into round.default which in turn we lower.
