When I built Pytorch on Windows with lastest MKL, it reported: ``` sources\pytorch\aten\src\ATen/cpu/vml.h(106): error C2338: static_assert failed: 'MKL_INT is assumed to be int32_t' ``` It should be safe to relax the restriction to int64_t.
