Refactor ACL and OpenBLAS install scripts on AArch64

Changes to ACL and OpenBLAS script for AArch64

• Support for abitrary git SHA as well as named refs
• ACL_VERSION passed correctly into docker build
• Set MAX_JOBS env variable and changed NPROC to MAX_JOBS in install_openssl.sh for consistency.
• Deletes existing ACL before install, incase calling script in existing container
