What does VPN_PORT_FORWARDING_LISTENING_PORT do?

From the docs it says it is "Port redirection for the VPN server side port forwarded". Does this mean the port set by VPN_PORT_FORWARDING_LISTENING_PORT is the port I set inside of qBit as the listening port instead of the port returned by my VPN provider when establishing a connection?

Main reason I ask is because qBit reports as firewalled with this option set and then setting the listening port in qBit to the same thing, but I can still upload.
