Package requirements not in requirements.txt

There are a bunch of libraries we import that are not in requirements.txt, such as csv, regex, and dataclasses. Should they be added?

csv, and dataclasses are all in the python standard library and don't need external dependencies (well except dataclasses on python 3.6, but I addressed that in #227 ). regex is an external dependency, but it's not clear why you would need to use it over the standard library's re: https://docs.python.org/3/library/re.html

@eggerdj Do you need regex for calibrations.py or can you use re?

I did test it locally by just replacing https://github.com/Qiskit/qiskit-experiments/blob/main/qiskit_experiments/calibration_management/calibrations.py#L22 with import re and everything passed

The built-in re should be fine here, we don't need much from it. I was not aware that regex and re are two different things.
