theodolite v0.2.1 — version alignment release under the D-646 currency rule (D-648 landing programme). The three surfaces disagreed (GitHub release v0.1.0, crates.io 0.2.0, repo main 0.2.1); this cut makes the repo version line of record: release, crates and registry all land on 0.2.1, and the deployed binary moves from 0.1.0 to 0.2.1 with an identical 13-tool surface.
