Sync of #1813 to
prerelease.Original PR
Cross referencing callouts is now working in all formats.
closes quarto-dev/quarto-cli#13543
I don't think there is any limitation in crossreferencing callout now. It was for revealjs but no more the case.
Also typst is among format supported now. To avoid misunderstanding I changed to format key name.
