GitHub Action `ci.yml` workflow is broken

Bug description

The author of the GitHub Action (HaaLeo/publish-vscode-extension) made some changes last week which is likely the reason why the workflow is now failing.

From the changelog, it appears the workflow used a pretty old version of vsce.
